Editorial

In our first Newsletter we reported on the inaugurations of new study centres starting with the centre of Reutlingen University at SPJain Institute in Mumbai, and continuing with centres at Manipal University, at Delhi University, and at the Indian Institute of Technology (IIT) Madras. The inauguration ceremony of the centre at the University of Warsaw first took place at the Residence of the Polish Ambassador to India in New Delhi. Later a second event was organised by the university in Warsaw, which was attended by high ranking officials of the Polish government and representatives from international academic partner institutions. The inauguration of new centres ended with the one at the University of Aarhus. Now, all new centres are functioning actively.
frontIn Poland and Denmark the weather was extremely cold – just European winter. After the inauguration and the orientation workshop at IIT Madras, arriving in Europe directly from Chennai means, you get used to different temperatures of extreme hot to extreme cold. In retrospect it was an advantage having discussed and decided on a “Vision and Mission Statement” for the entire Programme during the orientation workshop in sunny and bright Chennai. The argument on the statement was tough, but the highlight of the workshop. It wasn’t due to the wording of the statement (see below), the discussion itself was more than a useful tool to understand the philosophy of the entire India EU Study Centre Programme and the roles, the different Centres play as a part of it.
In continuation of this specific discussion, members of the Technical Assistance Team visited all the existing centres in India during the last weeks. We produced fact sheet for all centres and a template for a development plan which the centres are supposed to write. Writing a development plan is not a burden, it is more or less the first and most important step in creating sustainability for the centres. The constraint writing this plan leads to think about,’ where we stay, where do we want to go, and how can we achieve the goals’. And the goals shouldn’t be at ‘cloud no 7’ but realistic and manageable.
A major event reported in this issue is the “Indo-European Conference on Quality Assurance in Higher Education” held at the University of Delhi on the first week of May 2010: its success represents, in our views, all the richness and potential for a fruitful dialogue in higher education between Europe and India.

The India-EU Study Centres Programme has three areas of intervention:
  1. Upgrading selected existing European Study Centres in India and Contemporary India Study Centres in EU through academic, administrative and institutional capacity building.
  2. Supporting establishment of four new EU Study Centres in India and two Indian Contemporary India Study Centres in Europe.
  3. Promoting a better knowledge about the EU in India and about India in Europe through events, information support, dissemination activities, creation of new and wider networks of EU and Contemporary India Study Centres.

Programme Steering Committee

The Programme Steering Committee (PSC) is guiding the project implementation and monitoring the progress of the activities. The following are part of the Programme Steering  Committee:

  • Association of Indian Universities (AIU)
  • European Delegation in India (EUD)
The Committee meets every six months. Based on the periodical reports of the Technical Assistance Team, the PSC will be in charge of identifying the necessary adjustments during the project implementation, will ensure the exchange of information and updates on India-EU Study component developments and provide liaison among the stakeholders.

Inauguration of New Study Centres

Inauguration of the Contemporary India Centre Research and Study at the University of Warsaw, Poland
The inauguration of the Contemporary India Centre Research and Study at theUniversity of Warsaw was held under the patronage of the Polish Ministries forEconomy; Education; and Foreign Affairs. The Inauguration was attended byProf Lengauer, Rector; Prof. Jerzy Szwed, Secretary Ministry of Education;Dr. Pawel Wojciechowski, Secretary Ministry of Foreign Affairs; Ms Marie-Therese Duffy-Haeusler, Director EC Information Office Warsaw; Mr RajeshVaishnaw, Charge d’Affaires; and Mr. Ulrich Podewils, Team leader IESCP.

University of Warsaw mentioned that these inaugurations stand for animportant step in the future of the academia; Warsaw was always strong inOriental Studies, and with the new centre the university will offer its students astudy programme with good prospects for a professional career.


Inauguration of Contemporary India Research and Study Centre atthe University of Åarhus, Denmark

 

The inauguration of the Study Centre was held on the 12th of February at AarhusUniversity. Arhus University named its Center “CISCA” – Contemporary IndiaStudy Centre Aarhus. Welcoming the participants, Prof. Iversen, Head of the Department History andArea Studies, the University Director Joergen Joergensen explained that theuniversity has been ranked at no. 63 in Shanghai ranking. After the addresses ofMr. Martin Ålstrӧm, Head of Information at the EU Representation in Denmark,and Mr. Ulrich Podewils, Mr. Uwe Skoda as Head of CISCA launched the websiteof the centre (www.cisca.dk ) and delivered a presentation describing thecontent, vision, and partners as well as the planned activities of CISCA.

Pondicherry University, Puducheri

From March 1 – 3, 2010, the Department of Politics and International Studies,School of Social Sciences and International Studies, Pondicherry Universityorganized a three - day international colloquium on “The EuropeanConvention on Human Rights – Lessons from Experiences” in collaborationwith the Faculty of Law, Political and Social Sciences of Paris 13 University.

The Team Leader of the IESCP and the university officials also discussed theDevelopment Plan for the Study centre. It was agreed by all that in order to sustain the Centre, the future courses should concentrate on economics andmarketing as well, in addition to the political and international cooperation.

Manonmaniam Sundaranar University, (MSU) Tirunelveli
MSU is a comparatively small university with around 2000 graduates and PhDstudents. Being located in a rural and remote area the university has its specialtasks to work within this framework. The mentioned centre is a good samplefor showing the specialization of the university in social science. The universityoffers a reputed course in Mass Communication, and has a well recognized Department of Distance Learning.

During the visit of the IESCP Team leader, the University formally inauguratedthe Technical Assistance and discussions were held with the University officialsas well as the students. The development Plan for the study centres was also discussed in length.

Mangalore University
The campus of Mangalore University which was part of Mysore Universityearlier was established in 1980. Today it has 170 colleges and affiliated colleges among which are some of the oldest colleges in India. IESCP’s team leader’s visit to the University was well utilized with two rounds ofdiscussions with the student groups, apart from the intensive discussionswith the faculty members and the University officials.

  Indo-European Conference on Quality Assurance in Higher Education

Delhi-UniversityIndia-EU Study Centres Programme and Erasmus Mundus external Cooperation Window in collaboration with the University of Delhi organised an “Indo-European Conference on Quality Assurance in Higher Education”. The Conference was held on 6 -7 may 2010 at the Conference Centre of University of Delhi (North Campus). The conference provided the delegates an excellent opportunity to listen to the top European and Indian experts on the established European practices and the Indian initiatives on quality assurance in Higher Education. It came at a time when the Ministry of Human Resource Development (MHRD) of the Government of India is actively considering ways to regulate the delivery of Higher education in India so as to position itself for leadership in the knowledge-based economies of the coming era. The “Joint Declaration on Education” signed by the European Commission and MHRD expresses a united will to increase academic mobility and develop links between the Indian and the European higher education institutions. Ongoing EU-India collaborations in higher education, it is believed, are confronted by numerous challenges that have to be dealt with at multiple levels and most importantly, at the levels of policy and implementing agencies on quality assurance mechanisms and the participation of stakeholders. 
Conference Sessions

Session I - Need for Quality Assurance in Higher Education - Opportunities and Challenges
The investment in human capital through quality education holds the key to inclusive development in the burgeoning Indian economy. The session discussed on how quality assurance has to keep pace with local changes and global best practices resulting in a persistent challenge of balancing quality and accessibility.
Session II - Trends and best Practices on Quality Assurance in Higher Education
Whereas Reforms in Higher education are necessary, and involve the collective effort of all concerned, this session attempted to address the critical questions of “What are the best practices that have been successful globally and how can they be applied into the Indian context?
Session III: Accreditation and its relevance to Quality Assurance in Higher Education
The session discussed how established institutions can collaborate in setting up their internal quality assurance cell, and outlined the important initiatives of any QA agency to promote public confidence and to provide national guidelines of good practices on various higher education themes that operate in line with national legislations and agreed global standards and guidelines.
Session IV - Role of Information, Communication and Technology in Quality Assurance
This session discussed how Information and Communication Technologies can be leveraged to improve the service delivery and Quality improvements in the education system in the country and shared the Indian initiatives and the international best practices that can be adapted to Indian conditions.
Session V - Roadmap to Future: Quality assurance in Higher Education
The session attempted to provide valuable inputs for taking the higher education system from its current state to a desirable level of international quality and Best Practices and the steps to be taken to achieve this as a Road Map.

Brief Summary of the Conference Proceedings
In his key note address, Chairman of the University Grants Commission (UGC), Prof. Sukhdeo Thorat remarked that these are stirring times for the sector. The Indian system currently has 480 universities, over 22,000 colleges and approximately half a million teachers. Nevertheless, the Gross Enrolment Ratio in Indian higher education is only 11% compared with the world average of 23% and a developed country average of over 50%. To meet the needs of students coming up through the school system as well as the requirements of an increasingly sophisticated employment market, the government is planning a big push. Funding has accordingly gone up over tenfold from around Rs. 4000 crores in the 10th Five Year plan to Rs.49,000 crores in the current 11th Plan. This will involve the setting up of 30 more universities and over 1460 colleges. It would be a challenge to improve the quality of education at the same time during such a massive expansion. Prof Thorat felt that there were lessons to be learnt from Europe which had a state-supported university system in which quality was consistently high. Prof. Deepak Pental, Vice Chancellor of Delhi University, remarked that the definition and measurement of quality in teaching would be a major prerequisite for good governance.
Recalling the bilateral agreement signed in 1994 in which academic exchanges and increased student mobility were identified as priorities for co-operation, Ambassador Danièle Smadja, Head of the Delegation of the European to India said that over €65 million had been allocated to programmes to further these objectives. The popular Erasmus Mundus scholarships had benefited over 2000 Indian students in the last five years, not including grants from EU Member States and their universities. More recently, India-EU Study Centres had been set up both in Europe and in India. A joint declaration on education signed in 2008 had focused attention on education reform, support to quality assurance mechanisms, credit transfers to enable universities to offer courses based in more than one country, and the recognition of qualifications – all of which had been demonstrated in Europe by the success of the so-called Bologna Process. Related initiatives in Europe were the establishment of a European Higher Education Area and Research Area, and the setting up of a European Quality Assurance Register. The key features of a good system, she felt, were the acceptance of education as a public responsibility; the promotion of a voluntary bottom-up approach in which autonomy with accountability would be the guiding principle; the dual objective of convergence with diversity in order to apply common parameters of quality measurement while allowing for different philosophies and methods; and the importance of research.
The Indian system for quality assurance in higher education was described by several speakers. Its main elements include the use of grant making by the UGC to specify initial conditions; the operation of 15 Councils such as the Medical Council, Bar Council and the All India Council for Technical Education (AICTE) set up by the government to regulate the working of technical institutions; and the voluntary assessment of institutions by the National Assessment and Accreditation Council (NAAC) based in Bangalore. The NAAC's assessment, as described by its Director Dr. H.A. Ranganath, is based on 36 aspects of higher education including curriculum, infrastructure, admissions, research, innovation and governance, for which 196 indicators have been devised. In the 15 years since it was set up it has accredited 159 universities and 4094 college. Dr. Narendra Jadhav, Member, Planning Commission of India informed the conference that accreditation would soon be made mandatory, and that there would be provision for a large number of accreditation agencies in both the private and public sectors with the backing of an accreditation regulatory authority at arm’s length from government. The establishment of a National Commission on Higher Education Research is also on the anvil. With four important education bills already tabled in parliament and will be debated in the next few months, the education sector in India will witness enormous change; and international partners such as the EU are poised to play a significant role.
Speakers in an exclusive session on ICT pointed out the initiatives taken by the Government of India in using the Information and Communication Technologies for improving the education system in the country and its outreach and how this can help in maintaining Quality in the higher education.
The conference also attempted to tag the issues affecting the Higher education system and identified a broad road map for improving the Quality Assurance following the European example.
